Short answer: There is no general “courier tax exemption” for motorcycle couriers who invoice delivery platforms. However, couriers who become taxpayers for the first time and are under 29 pay no income tax on up to 400,000 TL (2026) of annual profit for three tax periods, including the year they start, under the young entrepreneur exemption. The exemption does not cover VAT or Bağ-Kur premiums.
One of the most widely shared claims among couriers is that “couriers are exempt from tax”. Part of it is true; most of it is incomplete or wrong. A courier who starts out with wrong information either pays tax unnecessarily or fails to pay tax they owe and faces penalties years later.
In this article we separate the three rules in Turkish tax law that concern couriers, work through a concrete calculation with 2026 figures and correct the mistakes we see most often.
An “exemption from taxpayer status” is not the same as an “income exemption”
Turkish tax law distinguishes two concepts that are often confused. Muafiyet means a person is not a taxpayer at all: no books, no returns, no invoices. İstisna means part of a taxpayer’s income is excluded from tax: books are kept, returns filed and invoices issued; only the tax calculated is lower. The rule that actually helps couriers is an income exemption (istisna), not muafiyet.
Three rules that concern couriers
| Tradesman exemption | Simplified method | Young entrepreneur exemption | |
|---|---|---|---|
| Legal basis | Income Tax Law art. 9 | Income Tax Law art. 46 ff. | Income Tax Law add. art. 20 |
| Can you issue invoices? | No, the buyer issues an expense voucher | Yes | Yes |
| Income tax | None | Profit exempt | None on up to 400,000 TL a year for 3 years |
| VAT | None | None | Yes (20%) |
| Bağ-Kur | Yes, if registered with a chamber | Yes | Yes |
| Suitable for platform work? | Usually not | If you meet the conditions | Yes |
Tradesman exemption
Article 9 of the Income Tax Law exempts certain small tradespeople, such as street vendors and home producers, from tax. An exempt tradesman does not issue invoices; the business buying their service issues an expense voucher and withholds tax on the amount paid. Because most platforms require invoices from couriers, this route is not usable for most couriers in practice. In addition, many of the relevant provisions require that no motor vehicle is used.
Simplified method
The profit of small businesses taxed under the simplified method (basit usul) is exempt from income tax, and these taxpayers do not charge VAT. However, the scope of the simplified method was narrowed from 2026, and many activities in metropolitan areas were removed from it. Whether a courier can use the simplified method must be assessed separately based on the business address and conditions; the default is the real method.
Young entrepreneur income exemption
This is the rule couriers benefit from most. According to the Revenue Administration’s 2026 guide, couriers meeting these conditions qualify:
- Becoming an income taxpayer for commercial, agricultural or professional income for the first time
- Being under 29 on the date taxpayer status begins
- Notifying the start of business within the legal deadline
- Working in the business personally or managing it themselves
- Not having taken over the business from a spouse or a relative up to the third degree
The exemption amount is tied to the second income tax bracket and is 400,000 TL for 2026 (it was 330,000 TL in 2025). It applies to profit, meaning what remains after expenses are deducted from revenue.
A worked example with 2026 figures
Take a 26-year-old courier, a first-time taxpayer keeping a business ledger under the real method. The table shows the income tax payable on annual profit after expenses, with and without the exemption.
| Annual profit | Tax without exemption | Tax with young entrepreneur exemption | Saving |
|---|---|---|---|
| 300,000 TL | 50,500 TL | 0 TL | 50,500 TL |
| 600,000 TL | 124,500 TL | 30,500 TL | 94,000 TL |
| 1,000,000 TL | 232,500 TL | 124,500 TL | 108,000 TL |
- No exemption
- Young entrepreneur exemption
Calculated using the 2026 income tax schedule (15% up to 190,000 TL, 20% up to 400,000 TL, 27% up to 1,000,000 TL). Provisional tax offsets and other income are not taken into account.

Timing: don’t waste the exemption
The exemption applies for “three tax periods”, not “three calendar years”, and the year you start counts as the first period however many months you work. A courier who becomes a taxpayer in October uses one period’s entitlement for only three months of that year. Unused exemption does not carry over to the next year. If you plan to open near the end of the year, setting the date with your accountant can give you a larger overall tax benefit.

The monthly routine of a courier using the exemption
The exemption does not change day-to-day operations; it only reduces the income tax due at year end. So a young entrepreneur courier’s monthly routine is almost the same as any other courier’s:
- Issue an e-Archive invoice for the earnings the platform reports.
- Collect fuel, maintenance and equipment receipts with your tax number and send them to your accountant.
- File and pay the VAT return by the 28th of each month.
- Pay the Bağ-Kur premium by the last day of the month.
- Calculate profit in provisional tax periods and work out the amount due taking the exemption into account.
Documenting expenses regularly matters even during the exempt period. If your profit exceeds 400,000 TL, the excess is taxed, and every documented expense reduces it.
What happens after three years?
At the end of the third tax period the exemption ends automatically and all profit is taxed under the normal schedule. To avoid being caught unprepared, we recommend having your estimated tax burden calculated at the start of the final year. If your profit has passed a certain level, it may also be time to reconsider the business type; we cover this in sole proprietorship or limited company.
The most common misinformation
“Article 23/14 of the Income Tax Law exempts couriers from tax.” Not true. That provision concerns certain wages received in foreign currency from employers abroad; it has nothing to do with the business income of motorcycle couriers.
“If I have an exemption certificate, I don’t pay VAT either.” The young entrepreneur exemption affects only income tax. VAT is charged on your invoices and declared every month.
“If I use the exemption, I don’t pay Bağ-Kur either.” Bağ-Kur premiums are independent of tax. Moreover, the one-year Bağ-Kur premium support for young entrepreneurs was abolished on 1 January 2026; premiums are paid from the first month. See the amount with our Bağ-Kur calculator.
“With the exemption I don’t need to file a return.” A return is filed, and the exemption is applied on it. Without a return the exemption cannot be used.
Frequently asked questions
Are motorcycle couriers exempt from tax?
There is no general exemption for couriers who invoice platforms. First-time taxpayers under 29 pay no income tax on up to 400,000 TL of annual profit for three periods under the young entrepreneur exemption.
How much is the young entrepreneur exemption in 2026?
The exemption amount for 2026 is 400,000 TL. It is tied to the second income tax bracket, so it is updated every year.
I am 30; can I not use any exemption?
You cannot use the young entrepreneur exemption. But by documenting all your expenses you can correctly reduce your profit and therefore your tax base. Also have it checked whether you meet the simplified method conditions.
Does the exemption cover VAT?
No. The exemption is for income tax only. VAT is charged on invoices you issue to the platform and is declared and paid every month.
I worked as an SGK-insured employee before; do I lose the exemption?
No. The condition is not having been an income taxpayer for commercial, agricultural or professional income before. Having worked on a payroll does not prevent you from using the exemption.
Do I need to apply separately for the exemption?
No separate permit is needed; if you meet the conditions, the exemption is applied on the annual return. The start of business must, however, have been notified on time.
