Accountant vs Certified Public Accountant in Turkey: SMMM, YMM and Bookkeeper Explained

Do an accountant, a certified public accountant (SMMM) and a sworn financial advisor (YMM) do the same job? We compare their powers, the requirements to qualify and when you need each.

8 min read

Short answer: The person everyday Turkish calls a “muhasebeci” (accountant) is today, legally, usually a certified public accountant (SMMM): they keep books, prepare and sign returns and give advice. A sworn financial advisor (YMM) does not keep books; they carry out certifications such as VAT refund reports and full certification. The old “independent accountant” title has not been granted to newcomers since 2008.

“Am I looking for an accountant or a certified public accountant?” is a question almost everyone forming a company asks at some point. Although the two words are used interchangeably, they stand for different powers, training and responsibilities. Knowing the difference helps you work with the right person and avoid paying for a service you do not need.

Professional titles: a short history

The accounting profession in Turkey is regulated by Law No. 3568, which took effect in 1989. The law originally defined three titles: independent accountant (SM), certified public accountant (SMMM) and sworn financial advisor (YMM). A 2008 amendment ended new licences for the independent accountant title. Those who already held it may continue practising, but newcomers start directly as SMMM.

So the “accountant” you meet in Ankara today is most likely an SMMM. In-house accounting staff are a separate matter: they can keep records but cannot sign returns; the company’s returns are still signed by a licensed professional.

The most important row is that a YMM cannot keep books. The law is designed this way on purpose: the person who certifies must not keep the books they certify. A company can therefore work with an SMMM and a YMM at the same time; the SMMM keeps the records, and the YMM independently audits and certifies them when needed.

What does an SMMM do?

A certified public accountant’s daily job is to keep the business’s legal records complete and on time. In practice they:

  • Record purchase and sales invoices, bank transactions and expenses in the books.
  • Prepare and sign VAT, withholding and social security, provisional tax and annual income or corporate tax returns.
  • Prepare payroll and submit SGK hiring and leaving notifications.
  • Upload e-ledger certificates and submit Ba-Bs forms.
  • Run procedures such as company formation, change of address and share transfers.
  • Advise on tax planning, incentives and financial statements.

The SMMM is the professional almost every small and medium-sized business needs. We explain how monthly fees are set in accountant fees in Ankara.

When do you need a YMM?

As the name suggests, a sworn financial advisor takes an oath before starting and is jointly liable to the tax administration for the certification reports they sign. A business usually works with a YMM in these cases:

  • VAT refunds: Companies due a VAT refund above a certain amount because of exports, reduced rates or withholding use a YMM certification report to speed up the refund.
  • Full certification: Certification of the annual return by a YMM for companies above a certain size, or voluntarily.
  • Incentives and special reports: Reports required for closing an investment incentive certificate, the R&D deduction and similar procedures.

A newly formed sole proprietorship or a small limited company selling domestically generally does not need a YMM. When the need arises, your SMMM will point you in the right direction.

How long it takes to qualify

The difference in powers is reflected in training and experience requirements. To become an SMMM you need a bachelor’s degree in law, economics, public finance, business, economic and administrative sciences or political science, a pass in the traineeship entrance exam, a three-year traineeship and passes in the qualification exams. To become a YMM you generally need at least ten years as an SMMM plus a pass in the YMM exam.

Minimum time to enter the profession (after a bachelor’s degree)
  • SMMM: traineeship3 years
  • YMM: SMMM traineeship + seniority13 years
  • YMM: total including degree17 years

A four-year bachelor’s degree is assumed. There are alternative routes to YMM, such as experience as a public audit officer.

How to verify a title and authority

What matters is not how a professional introduces themselves but how they appear in official records. Verification takes a few minutes:

  1. Search by name on TÜRMOB’s member lookup page; the title (SMMM or YMM) and chamber appear there.
  2. Check that the title on the business card or office sign matches the lookup result.
  3. Ask for the professional’s name, title and chamber registration number to be written in the service agreement.

This check matters especially for very cheap offers found online. Returns prepared by someone without a licence remain your responsibility in the end.

Who is responsible?

Working with a certified public accountant does not mean handing over all tax responsibility. Under tax law the taxpayer is always the business itself. The SMMM must keep accurate records based on the documents provided and file returns on time; they cannot be held liable for a gap arising from an invoice of yours that never reached them. A YMM takes on wider liability to the tax administration for what they certify. That is why document deadlines and communication rules are the most important clauses in a service agreement.

How needs change as the business grows

A single SMMM is enough for a new sole proprietorship. As headcount grows, the payroll workload increases and an in-house accounting employee may be needed; that person keeps day-to-day records while responsibility for returns stays with the SMMM. A company that starts exporting or becomes due a significant VAT refund meets a YMM. In short, the three roles are not alternatives but links that complement each other as the business grows.

Which one should you work with?

A practical rule: you work with an SMMM to keep your books, file your returns and answer your day-to-day tax questions. When a VAT refund, full certification or a special certification report is needed, a YMM comes in alongside your SMMM. Employing in-house accounting staff does not replace either, but it shares the workload.

Frequently asked questions

Are an accountant and a certified public accountant the same?

In everyday language yes, legally no. Today the professional title that can keep books and sign returns is the certified public accountant (SMMM). The word “accountant” is usually used for this title.

Can a YMM keep books?

No. Sworn financial advisors are prohibited by law from keeping books or running an accounting office. A YMM’s role is certification and audit; the books are kept by an SMMM or the company’s own accounting team.

Does the independent accountant title still exist?

Those who obtained it before 2008 may continue working. No new independent accountant licences have been issued since 2008; newcomers become SMMM.

Can an in-house accountant sign tax returns?

Not without a licence. In-house accounting staff can keep records, but returns are signed by a licensed professional or filed by the company’s authorised representative in its own name.

Does a small business need to work with a YMM?

Usually not. The need for a YMM mostly arises in special cases such as VAT refunds, full certification and incentive reports.

Where does a certified public accountant’s role end and a lawyer’s begin?

A certified public accountant advises on tax, accounting and social security and prepares returns. Bringing a case before the tax court or handling legal disputes over the articles of association is a lawyer’s job. The two professions often work together.

What happens if a penalty arises from my accountant’s mistake?

The penalty is issued in the taxpayer’s name. But if the error is the professional’s fault, you may have recourse against them under the service agreement and general law. That is why a written agreement matters.

Summary

The difference between an accountant, an SMMM and a YMM is really the answer to “who keeps the records, who signs and who certifies”. For most businesses the right contact is an SMMM; a YMM is an independent certifying authority that steps in for specific transactions.

At Ankara Muhasebeci we provide bookkeeping, filing, payroll and advisory services from our office in Kızılay, and coordinate the process for you when certification is required. If you would like to discuss which service your business needs, get in touch.

Knowing the difference between the titles helps you ask the right question of the right person. At your next meeting, ask “Under which title, which tasks and with what responsibility do you take this on?”; a clear answer will also show how well the person knows their job.
